You manipulate tab stops using the Ruler and the Tabs palette.

You use the Ruler to add, remove, or move a tab stop.

You use the Tabs palette to add a tab leader, set the decimal character for decimal tabs, change a tab stop’s type, set the default tab interval, and position a tab with precision.
